What it is responsible for
Owns the human-led half of the flow: an idea is challenged, scoped, and only then turned into issues carrying a verifiable criterion and a parent feature. Splits what is too large to execute as one ticket before anyone opens a branch.
What it refuses
It does not decide for you while the idea is still soft, and it does not hand over a ticket whose intent it had to guess.
The assumption it makes
Assumes a vague brief is far cheaper to fix before ticketing than after. Costs a step an urgent idea will always want to skip — and a project that leaves the slot empty should say so rather than improvise it.
